The CERT training concept was developed and implemented by the Los Angeles City Fire Department in 1985. The Whittier Narrows earthquake in 1987 highlighted the area-wide threat of a major disaster in California and confirmed the importance of emergency preparedness for civilians to address their immediate needs.
In 1993, the national CERT program was established, leading to the creation of CERT programs in all 50 states, including various tribal nations and U.S. territories. Each program is tailored to its community, playing a crucial role in fostering a Culture of Preparedness throughout the United States. Currently, there are over 2,700 local CERT programs nationwide, with more than 600,000 individuals having undergone CERT training since the program's national rollout.
